The Instituto Nacional de Psiquiatría Ramón de la Fuente Muñiz was founded to transform way mental illness is understood through research, the translation of scientific findings into programs, best practices for the prevention of the disease, the care of people who become sick and public policy recommendations.

In 1972, the Centro Mexicano de Estudios en Farmacodependencia (CEMEF) was created to address preventive, curative and rehabilitative aspects related to drug dependence. Due to the need to expand its functions and in response to the efforts of Dr. Ramón de la Fuente Muñiz, in 1978, the president created the Centro Mexicano de Estudios en Salud Mental (CEMESAM), replacing the previous one, to expand its sphere of competence to include mental health. In 1979, the Presidential Decree creating the Instituto Mexicano de Psiquiatría was published in the Official Gazette of the Federation, stated that, in order to generate adequate solutions, it was necessary to replace CEMESAM with an organization that would focus more broadly and with better resources on the study of mental disorders and mental health issues. In 1988, the decree establishing the Instituto Mexicano de Psiquiatría was published in the Official Gazette of the Federation and Dr. Ramón de la Fuente was appointed as its General Director for two periods (1988-1998). The Institute would subsequently be renamed the Instituto Nacional de Psiquiatría Ramón de la Fuente Muñiz in honor of its founder on May 26, 2000.

During the second stage (1998-2008) it was headed by the outstanding clinician Doctor Gerhard Heinze. Key achievements during this period included the creation of clinics specializing in various disorders and the construction of a building to house them. A balance was sought between medical care, research and teaching to reflect the importance of each.

The Instituto Nacional de Psiquiatría Ramón de la Fuente Muñiz currently operates in three areas: research (neurosciences, clinical, epidemiology and social sciences), teaching, and clinical services, supported by an administrative unit. All areas work to fulfill the objectives of the 2008-2013 Work Plan:

Multidisciplinary integration in research
Professional training based on research and clinical practice
Research-based care
Maintenance, consolidation and updating of technological infrastructure
Translation of research results to contribute to clinical practice, health promotion and disease prevention, specialist training, population education and informing public policies
Maintaining a climate of harmony and rational, transparent administration of resources, seeking the development of its personnel at all levels.
